The ESFP (also referred to as Phase 31) was established in 1983 to "help meet the needs of hungry and homeless people throughout the UnitedStates and its territories by allocating federal funds for the provision of food andshelter" (www.esfp.unitedway.org). Since then, the program has distributed over $3.7 billion throughout the United States. The program is governed by a national board with representatives from the American Red Cross, Catholic Charities USA,the Jewish Federations of North America, the National Council of the Churches of Christ in the USA, The Salvation Army, United Way World Wide andFEMA.
The local EFSP board is accepting proposals for funding. The local jurisdiction received $114,703 in Phase 31 for emergency food and shelter programs in Larimer County. Eligible program costs are food, shelter, rent, and utilities.
